Take-Two CEO Warns Game Costs 'Unsustainable,' Eyes AI to Rein in GTA 6 Budget
Grand Theft Auto 6 is on track to become one of the most expensive games ever produced, but even its publisher admits such investment levels are not viable for the broader industry. Take-Two Interactive CEO Strauss Zelnick told Bloomberg that skyrocketing production costs can only be justified for 'massive blockbusters'.

We certainly can't deal with exponential growth--we probably can't even deal with linear growth--in production costs,
Zelnick said. So everyone puts pressure on everyone, ourselves included. But on balance, we want to make bigger hits, and we're prepared to take appropriate risks to do so.
The company is now actively exploring artificial intelligence as a way to make game development 'smarter' and, critically, to potentially bring down costs. This shift could reshape how blockbuster titles like GTA 6 are built and could serve as a blueprint for the entire industry.
For context, GTA 5 cost roughly $265 million to develop and market. Analysts expect GTA 6 to easily exceed that figure, possibly approaching $1 billion when combining development and promotional expenses.
Background
The game industry has seen a relentless rise in development costs over the past decade. High-fidelity graphics, massive open worlds, and lengthy cinematic sequences require hundreds of developers working for years, driving budgets into the hundreds of millions.
Smaller studios have already felt the squeeze, with many pivoting to smaller-scale projects or relying on co-development deals. Take-Two's admission highlights that even the largest publishers cannot sustain linear cost growth indefinitely.
AI could help automate repetitive tasks, generate in-game content more efficiently, and optimize testing processes. However, Zelnick stopped short of promising that AI would replace human creativity, emphasizing that we want to make bigger hits
rather than simply cut corners.
What This Means
If AI tools prove effective, players may see faster release cycles and lower base prices for games. However, there is concern that cost pressures could lead to risk-averse design, with publishers favoring proven franchises over innovative new properties.
For Grand Theft Auto fans, the news signals that Rockstar Games and Take-Two are prioritizing long-term sustainability over a one-time spectacle. The game will likely still be a blockbuster, but its development could become a model for balancing ambition with financial reality.
Industry-wide adoption of AI in game development could also spark debates over job displacement and creative quality. Zelnick's comments suggest Take-Two will proceed cautiously, using AI to complement rather than replace human talent.
